Summary of the CER Portal Privacy Impact Assessment
Description
The CER works to keep energy moving safely across the country by reviewing energy development projects and sharing energy information, all while enforcing safety and environmental standards. This mandate includes an oversight function as well as the review of applications for oil and gas pipelines and electrical powerlines.
The CER Portal was developed to address several challenges with the previous Online Application System (OAS), including:
- Inefficiencies in handling and processing applications manually;
- Limited functionality for communication and information exchange between CER staff and regulated companies;
- Lack of integration with modern systems and security protocols. The new CER Portal aims to improve regulatory efficiency, reduce processing times, enhance transparency, and ensure compliance with privacy and security standards.
Why a privacy impact assessment was completed
The purpose of the PIA was to establish that the use of the CER Portal to support the institution’s adjudication activities will not result in an expanded scope of the personal information that is collected and created to fulfill the CER’s legislative and policy obligations.
Additional Information
Although the PIA determined the CER portal would not result in the collection or creation of more sensitive personal information than what was previously collected, several privacy risks were identified.
The risks that were identified have since been mitigated through appropriate controls:
- Terms and Conditions to which the external users (company representatives and members of the public) must agree with when engaging in activities supported by the Portal;
- Updated Privacy Statement; and
- Creation of new Personal Information Bank
