2024–25 Annual Report of the Commission of the Canada Energy Regulator - Appendix G: Post-Approval Condition Compliance Filings

The CER expects that companies identify and mitigate risks before they begin a project. When a risk is identified during the assessment of an application, the Commission may impose project-specific conditions to reduce risks, prevent harm, promote safety, and protect the environment.

If a project is approved, the CER will oversee the construction and operation of the project through a variety of post-approval matters, that inform safety and environmental oversight. Commission decisions will typically contain a list of conditions. Conditions can require submission of documents for filing, in which case the company submits their filing, which will be evaluated by CER staff. Conditions can require submission of documents for approval, in which case the Commission assesses and either approves or rejects the filing through a regulatory decision. The CER received 443 post approval condition filings for the reporting year 2024-25 and the Commission made 55 post approval-decisions.
