Project Background

Twin Rivers Pulp Ltd. has filed an application for the Pipeline Replacement Project. The proposed project involves replacing five pipeline sections connecting the Twin Rivers Pulp Mill in Edmunson, New Brunswick to the Twin Rivers Paper Mills in Madawaska, Main. The pipelines range from approximately 381 to 701.04 metres in length and are used to transport groundwood stock, bleached stock, and associated white‑water return flows between the facilities. The project includes upgrades to pipe materials across all five lines, with capacity increases for the Groundwood White Water Return and Bleached Stock White Water Return pipelines to improve operational reliability. New pipelines will be installed adjacent to the existing lines, which will be decommissioned and removed once the replacement infrastructure is operational. The entire project is located within an urban, previously disturbed corridor in Edmundston, New Brunswick, crossing Twin Rivers property, De L’École Cormier Street, and one private property where the Company holds existing easements. No alternative routing is feasible due to required proximity to existing assets.

Project construction is planned to commence on 1 March 2027, with an expected project-in-service date of 1 December 2027.
